A nonpower-driven, unmanned, lighter-than-air aircraft in free flight. Unmanned free balloons are classified according to the payload and the number of packages they carry. Light balloons can carry one or more packages with a combined payload of less than 8.8 lb (4 kg); medium can carry two or more packages with a combined mass of 8.8 lb or more; and heavy has a payload with a combined mass of 13 lb (6 kg) or more, or includes a package of 6.6 lb (3 kg) or more, or includes a package of 4.4 lb (2 kg) or more with an area density of more than 1.16 ounces per inch (13 gm/cm2 ), or uses a rope or other device for suspension of the pay-load that requires an impact force of 230 N (newtons) or more to separate the suspended payload from the balloon.
Notes 1. Area density = area of smallest surface × mass
2. Rope or suspension device requiring 23 newton force or more. The balloon will be classified heavy
